The concept of Independent Members of Parliament(MP) isn’t new, though it’s something we haven’t seen much of in Bermuda. In fact, since the establishment of Bermuda’s constitution in 1968, only one independent MP has been elected—Stuart Hayward in 1989. His election as the representative for Pembroke West Central was a significant moment in our political history.
Mr. Hayward’s time in Parliament showed us that independent MPs can absolutely function within our system, debating and voting on legislation just like their party-affiliated counterparts. His success proved that independent representation is both
possible and constitutional.
However, since it hasn’t happened again, many of us are unfamiliar with how an independent candidate would operate within our parliamentary system—or what benefits they might bring to the electorate. I’ve compiled some of the most frequently asked questions to help clarify what the independent movement is all about.
What is an independent candidate in Bermuda?
An independent candidate is someone who runs for political office without being affiliated
with a political party. They base their platform on personal values and the specific needs
of their constituency rather than a party agenda.
How do independent candidates operate in Bermuda's parliamentary system?
Equal Authority: They have the same legislative powers as party-affiliated MPs,
including the ability to introduce, debate, and vote on bills.
Coalition Building: In a divided parliament, independent MPs often collaborate with

Can independent candidates form a government?

The Cayman Islands often see independent candidates elected to their Parliament. Many MPs run
and serve as independents due to the territory’s small size and the prominence of local
issues over party politics. As of recent elections, a significant number of elected representatives were independents.
Guernsey
Guernsey does not have political parties in the traditional sense, and all members of its States of Deliberation
serve as independents. This unique system emphasizes the importance of individual
representation and local accountability.
Isle of Man
Although technically a Crown Dependency, the Isle of Man operates under Westminster traditions.
Its Tynwald consists entirely of independent members, as political parties are not a
major feature of the island’s political landscape.
